How is this possible?

I have an Icon Pack in moderation....yet it has comments on it from non-moderators and they were also able to rate it, but not download it. How is this visible to them? I dont mind that they can access it, i'm just curious how?

Alas, the images are hard to come by, but I am working around what I need to. I will say, there are some who have asked if I 'need' any specific ones that they may have access to. *snort
